JKPSC Screening test OF ASSISTANT ENGINEER (ELECTRIC) IN POWER DEVELOPMENT

Sub:       Screening test FORTHE POST OF ASSISTANT ENGINEER (ELECTRIC) IN POWER DEVELOPMENT

DEPARTMENT.

NOTICE DATED: 03,12,2015

Whereas, Power Development Department vide their letter No. PDD/IV/98/2002 dated 09.07.2013 referred forty four(44) posts of Assistant Engineer (Electrical) to the Jammu and Kashmir Public Service Commission for filling up of these posts amongst the eligible/suitable candidates; and

Whereas, these posts were advertised vide Commission’s Notification No. 1 S-PSC(DR-P) of 2013 dated 12.08.2013 as per following break-up:-

As per the recruitment rules governing the post, the qualification for the post is as under:-

“Bachelor’s degree in the relevant branch of Engineering or AMIE Section(A&B) India in the appropriate branch

of Engineering”, and

Whereas, in response to the above said Notification, the Commission received 2828 application forms for these posts. Amongst these applicants, the candidates possessing B.E./B.Tech degrees in Electronics & Communication; Electrical & Electronics Engineering; Electronics and Electric, Electric and Instrument; Computer Science & Engineering; Information Technology; Applied Electronics and Instrumentation and Electronics Engineering had also applied against the said posts; and

Whereas, the Commission took up the matter with the Administrative Department to clarify as to whether candidates having degree other than Electrical Engineering are to be considered or not; and Whereas, in response to the above communication, the Power Development Department advised the Commission to go ahead as per the recruitment rules governing the post; and

Whereas, the Commission vide its notice dated 20.08.2015, rejected the candidature of the 1443 having the qualification other than B.E.(Electrical); and

Whereas, some candidates aggrieved by the notice, filed a writ petition in the Hon’ble High Court and the court in its order dated 31.08.2015 directed as underr­an the meantime, respondent Commission is directed to accept the candidature of the petitioners for the post of Assistant Engineer (Electric) and allow them to participate in the selection process notwithstanding the above mentioned communication on their own risk and responsibility. The result where of shall not be declared unless further directions.”and

Whereas, on receipt of Court directions, the Commission in its 3^,d meeting held on 02.09.2015 decided to allow the candidates with B.E/B.Tech degrees in Electrical and electronics and Electronics and Communication to appear in the Screening test; and

Whereas, the Hon’ble High Court Jammu wing in another SWP No. 2379/2015 & MP No. 1 /2015 has passed the order on 08.09.2015 , the operative part of which is reproduced as under:-

“Meanwhile, subject to objections from other side, notice dated 20.08.2015 shall remain stayed not only in regard to the petitioners but also in regard to the other candidates, whose candidature has been rejected along with the petitioners on the ground of possessing B.E(Electronics), who had applied for the post of Assistant Engineer (Electric) pursuant to notification dated 12.08.2013. They will also be considered for appointment as Assistant Engineer (Electric). It is further made clear that the result of the petitioners as also other similarly situated persons possessing B.E(Electronics) shall not be declared and no formal orders of appointment shall be issued till objections are filed and considered by the Court”.

Now, therefore, in view of the above Court directions the J&K Public Service Commission has decided to consider all the candidates except those possessing B.E/B.Tech degrees in Computer Science & Engineering and Information Technology for the screening test at their own risk and responsibility.

Further, the below mentioned candidates in whose case the deficiency of documents has been noticed are advised to submit their deficient documents shown against their name in the table given below in the Office of Jammu and Kashmir Public Service Commission, Reshamghar Colony, Bakshi Nagar, Jammu/ Solina, Srinagar within ten (10) days i.e. on or before 14.12.2015 from the date of issuance of this notice, failing which their candidature shall be rejected without any further notice:-

The candidates, whose candidature has been rejected may file their representation before the Appellate Authority within ten days with a proof if any, of being eligible.
