Subject: Supreme Court guidelines with regard to safety of School buses carrying Children.

Reference: Adm. Departments No.Edu/Legal/J/542/2012/2015 dated: 29/06/2015 and Director School Education Kashmir’s endorsement No: DSEK/Gs/Circular/Misc/07/2015 dated: 16/07/2015.

Attention to the Heads of Institution both Government/Private institutions of District Srinagar are informed to implement the guidelines laid down by the Hon’ble Supreme Court of India with regard to safety of School Buses carrying children to followed strictly which are reiterated as Under:

01. School Buses should be painted Yellow.

02. School Bus must be written on the back and front of the bus. If it is hired bus “On School Duty” Should be clearly indicated.

03. Bus should have a First Aid Box.

04. Bus should be fitted with speed governor of specified standard.

05. The widows of Bus should be fitted with horizontal grills.

06. There should be fire extinguisher in the Bus.

07. School name & Telephone No. must be written on the Bus.

08. The doors of the Bus should be fitted with reliable locks.

09. To keep the school bags safely, there should be a space fitted under the seats.

10. There must be a qualified attendant in the Bus to attend the children.

11. Any Parent or guardian sitting in the bus or a teacher may also travel to ensure these safety norms.

12. The driver should have at least 05 years experience of driving heavy vehicles.

13. A driver who has been violation of lane discipline or allowing unauthorized person to drive cannot be employed.

14. A driver who has been challaned even once for the offence of over speeding drunken driving and dangerous driving etc. cannot be employed.

15. No vehicle shall carry children in excess of its permitted seating capacity. No children should be allowed to sit on the lap of others, if any.

16. Seat belts where ever applicable, must be fastened properly.

17. There must be appropriate permit for the vehicle issued by the competent authority as passenger transport vehicle.

All the heads of institutions both Govt./Pvt. are directed to ensure that the above instructions/directions are strictly implemented in their respective institutions and are further warned that any laxity in compliance of the above shall invite de-recognition of the institutions as well as criminal proceedings for violation.
