JKST&IC Cancellation of Advertisement Notice of Research Assistant.

J&K Science Technology & Innovation Council Department of Science and Technology  Cancellation of Advertisement Notice. ORDER No.18-JK (ST&IC) of 2020.

Dated: 17-02-2020 Whereas, Science Technology and Innovation Council (ST & IC) (Science & Technology Department) issued advertisement notice dated 14.10.2015, and invited applications from the Permanent Resident of the J&K State for appointment against the three posts of Research Assistant carrying pay scale of 9300-15500+4400; and Whereas, the following criteria was laid down for filling up these three vacant posts:-

Min  Qualification: First Class (Masters Degree in any Branch of Science or Bachelors Degree in Engineering or its equivalent from a recognized University;

Age limit: Not less than 18 years and more than 40 years as on 01.01.2015;

z Self attested photocopies of all Academic/Technical Qualification, Age, State Subject Certificate. Experience (if any) shall be attached with the application form and should be delivered by hand in ST & IC Offices (5 B/C, Gandhi Nagar, Jammu/First Floor, Zam Zam Hotel, Rambagh Srinagar) and the applicants from Leh & Kargil shall deliver the applications by hand in the office of DC Leh/Kargil by or before 31.10.2015 against proper receipt;

z A non refundable application fee of Rs. 100/- is required to be paid in the shape of Demand Draft in favour of Accounts officer, S&T Council for applying for the said post, which should be attached with the application;

z Candidates will have to appear for an interview/written test to be held at Jammu/Srinagar as and when called for on their own expenses and no TA/DA will be paid for the purpose.

z The applications would be short listed on the basis of academic merit and experience. Maximum candidates up to 5 times the number of posts shall be called for interview;

z Pay Emoluments-
(1) During the period of first years, the appointee shall be entitled to the minimum of scale of pay along with the grade pay applicable to the post
(2) Every appointee shall after completion of five years period on probation be entitled to fixation of pay in time scale of pay applicable to the post.
(3) The persons appointed under this advertisement shall be entitled to Annual Increments, Dearness Allowance, House Rent Allowance and City Compensatory Allowance after successful completion of their five year’s service on consolidated salary.
(4) These appointees shall be entitled to the benefits under the Medical Attendance Rules and Leave Rules from the date of their appointment itself;

z Seniority:
(1) The seniority of person appointed shall be reckoned from the date of his/her appointment.
(2) The period spent on probation/consolidated salary shall also be reckoned for purposes of calculating the qualifying service of these appointees for pension and other benefits provided under rules;
z Selection shall be based on the following criteria:

(a) Grade points to be awarded based on the marks obtained in the requisite minimum academic qualification & additional Grade points for higher qualification as per following breakup & calculations. 60 Points to be awarded (for Min. Qualification on pro-rate basis) 10 Points to be awarded (higher qualification-PH.D/M.Tech only) 10 Points to be awarded (experience of working in Scientific Organization Max. 10 points @ 2 per year)
(b) and an interview 20(twenty) marks/Grade points.

z The Services of the selected candidates may be terminated by ST & IC at any time prior to the period of aforementioned five (05) years, without any prior notice or thereafter;

z Selected candidates shall not have any claim to regular/permanent appointment whatsoever, as a matter of right;

z Applications received after the prescribed closing date or not accompanied with the requisite certificates/documents shall be liable to be rejected.

Whereas, the total 790 applications were received by the Department as per region wise details given below:

Ladakh Region Jammu Region Kashmir Region 51 200 539 (including Kashmiri Displaced Persons Whereas, on the basis of the eligibility norms/criteria, procedure, Academic merit and experience as provided in Advertisement Notice, the applications have been screened and. Whereas, while short listing the candidates for interview, the following discrepancies have been found in the Advertisement Notice:-

i. No reservation Rules have been followed as all the three posts have been notified without mentioning any Reservation Category.
ii. The cadre of the posts have not been indicated in the Advertisement Notice.
iii. 10 points have been reserved for higher qualification of Ph.D/M.Tech.
iv. Whether these posts of Research Assistant have been notified under direct recruitment or under deputation quota is not clarified in the Advertisement Notice.
v. In respect of weight age to be given to the experience is not clarified in the advertisement notice.

Whereas, it has been also observed that the procedure adopted for selection of eligible candidates is quite contradictory to the procedure as laid down in Recruitment Rules; and Whereas, one post of Research Assistant notified in the above Advertisement Notice has been distributed to UT of Ladakh vide Govt. Order No 44-ST of 2019 dated 31-10-2019.

In view of above, the Advertisement Notice notified by J&KST&IC on 14.10.2015, regarding filling up of three posts of Research Assistants is hereby scraped ab-initio. The said posts shall be re-advertised separately and the applicants who had applied in reference to the above advertisement shall have to apply afresh, if otherwise eligible without paying fee, subject to production of proof having applied for the said posts.
