Provisional selection list of candidates for the post of Cass IVth District Baramulla.
Subject: Recruitment of Class IV posts in the year 2006 in response to Advertisement Notice No. 04/DDCB of 2006 dated: 18/10/2006 of District Baramulla- Provisional Selection List.
Whereas, 207 No. of Class IV posts were referred by General Administration Department vide Govt. Order No. 42-GAD of 2006 dated: 09/01/2006 for erstwhile District Baramulla for filling up through open competition in different departments and the breakup of these posts is detailed below:

Whereas, applications were invited on prescribed application format from eligible candidates for filling up of Class IV vacancies in various departments of erstwhile district Baramulla vide advertisement Notice No. 04/DDCB of 2006 dated:-18/10/2006;
Whereas, the application forms were received by the office of Deputy Director Employment Baramulla vide above referred advertisement notice.
Whereas, no application forms against Scheduled Caste and ALC category were received;
Whereas, the interview process was started in 2007 but the process could not take off and got prolonged due to one reason or the other;
Whereas, the aspirants represented for the continuation of interview process;
Whereas, the matter was taken up with the General Administration Department from time to time for their necessary instructions and guidance to proceed further;
Whereas, the General Administration Department vide Govt, order No. 664-GAD of 2013 dated:-23/04/2013 directed that selection process be carried out a fresh strictly in a time bound manner, only for the candidates who had applied in pursuance of the 2006 advertisement;
Whereas, in pursuant to above referred Govt, order dated:-23/04/2013, a fresh committee was constituted to proceed further.
Whereas, the number of applications received were quite large, the committee constituted under the chairmanship of DDC Baramulla decided to shortlist the candidates as per the ratio of 1:7:
Whereas, the short list in the ratio of 1:7 was published for information of the eligible candidates vide No. DDCB/2014/3766-74 dated:-16/07/2014 and interview process was once again started and 60%of the shortlisted candidates were interviewed;
Whereas, those candidates who could not qualify for the interview approached the Hon’ble High Court with the result the interview process was once again withheld;
Whereas, the Hon’ble High Court J&K Srinagar quashed the said short list vide its judgment /order dated July 02, 2015 SWP No. 1 716/2013 c/s, SWP No. 778/2014, SWP No. 1617/2014, SWP No. 702/2014 & SWP No. 1615/2014 titled Nazir Ahmad Yatoo&ors V/s State of J&K and Ors. wherein the Hon’ble High Court J&K directed as under;
“By issuance of writ of certiorari the Government Order No. 664/GAD of 2013 dated:-23rd April 2014 is quashed and respondents are directed to conclude the selection process initiated by them in pursuance to notification No. 04/DDCB/2006 dated:-18th October 2006. The selection process initiated in terms of notification No. 04/DDCB/2006 dated:-18th October 2006 shall be concluded within four weeks from the date copy of this order is served and engagement orders shall be issued in favour of the selected candidates within two weeks thereafter”
Whereas, the same order was communicated to General Administration Department J&K vide this office letter No. DDCB/2015/9176-77 dated:-20/l 0/2015 followed by reminder vide this office letter No. DDCB/2015/12271 72 dated:-08/01 /2016 for seeking further directions in the matter;
Whereas, in the meantime a court order from Hon’ble High J&K Srinagar in contempt petition No. 200/2016 dated:-30/05/2016 was received wherein it was directed as “Statement of facts and compliance report within four weeks”;
Whereas, in compliance to the Hon’ble High Court J&K order issued dated:-July 02 2015 and order dated:-30/05/2016 the designated committee suggested:-
a) That the interview/selection process of the left over candidates who have applied for the said posts shall be completed in compliance to Hon’ble court order issued dated: July 02 2015/ order dated:-30/05/2016. Accordingly the interview process would be initiated shortly.
Whereas, the interview process was once again started for the left over candidates in the year Nov. 2016 and the process was completed in the month of September 2017:
In light of above mentioned facts, a provisional selection list is prepared as indicated Annexure A’ for publication based on academic merit and marks obtained in viva voce. Any candidate having genuine objection can submit the same within a period of two weeks from the date of publication of provisional selection list in the office of Deputy Commissioner Baramulla. On the expiry of cutoff date no such objections whatsoever will be entertained/accepted and the provisional selection list will be treated as final.
