1. Invitation of Applications and Basic Eligibility:
Applications for the posts shown against item No of Annexure “A” of this Notification are invited for District Cadre posts from the candidates who:
A) are permanent residents of Jammu and Kashmir State.
B) Residents of District Kargil except for schedule caste category candidates as prescribed in
sec. 13(1 to 3) of the J&K Civil services Decentralization and Recruitment Act, 2010, Act No:XVI of 2010 dated :13th May,2010, which is reproduced for information of the candidates who intend to apply for different categories of post, “ Residence_
(1) a person shall be deemed to resident of particular District or Division if he / she has resided in such District or division , as the case may be, for a period of not less then 15 years before the date of (2) Notwithstanding anything contained in sub-sec (1), a person shall not be disentitled for claiming the residence in a particular District or the division only on the ground that his / her father / mother or the person on whom he / she is dependent is living in a place outside the said District or the Division, as the case may be, on account of his / her employment , business , profession , vocational reasons or temporary dislocations from his / her original place of residence due to security reasons. (3) Notwithstanding anything contained in sub-sec(l) , the candidates applying under schedule caste category for any posts in the Divisional or District cadre shall, irrespective of their place of residence in the state, be eligible for selection against the posts reserved for the said category of such selection ”
(2) if a women marries outside her District, the period of residence of 15 years shall not operate as bar for applying to a post provided that her husbands has resided in that District, as the case may be for a period of not less than 15 years.
(3) And further Rule 13 (4 &5) of the rules issued vide SRO 375 dated:21sl Oct. 2010 in pursuance to sec. 15lh of the J&K civil service Decentralization and Recruitment Act,2010 shall be the conclusive proof of residence of a candidate. However Rule 13(4&5) is reproduced for information of the aspirants:
“ (4) For the purposes of this rule, the permanent resident certificate shall be the conclusive proof of
residence of a candidate in a part icular District or the Division. (5) Not withstanding anything contrary contained in sub Rule (2) and (3) for vacancies reserved for the schedule caste category shall be eligible to apply for the said reserved vacancies irrespective of their residence in the concerned District or Division. “
C) Age as on 01-01-2016 are not:-
I) Below the age of 18 years
II) Above the age of:-
a) 40 years in case of Open Merit
b) 43 years in case of SC/ST/RBA/ALC/OSC/OSC Candidates.
c) 42 years in case of physically challenged candidates.
d) 48 years in case of Ex. Serviceman.

e) 40 years in case of candidates already in Govt. Service/Contractual Employees and
D) Possesses the academic / professional / technical qualifications and fulfill all other conditions ot eligibility prescribed for the posts as detailed in annexure “A” of this Notification by or on the last date of receipt of applications fixed for the purpose.
2. How to apply:
I) The application forms will be available on official website of the District
i. ehttp. as well as in the office of Deputy Director Employment and Counseling Centre (Secretary, DSSRB, LAHDC) Kargil.
II) The photographs cut to the size of space earmarked therefore, should be pasted (not stapled) on the application form. The photograph so pasted should be attested by any Gazetted officer as well as self attested. The details of certificates in respect of eligibility qualification, additional qualification, reserved category (SC,ST,RBA.OSC,ALC,EXM and HC) or any other certificate relied upon should be clearly detailed in the application form at appropriate place. No certificates / testimonials should be enclosed / annexed with the application form. It should, however, be borne in mind that only such qualifications and claims vis-a-vis the qualification and category etc. should be recorded in the application form, which are relevant and in possession of the candidate before the last date for receipt of application forms. Any qualification or claim accruing to the candidate after the last date of receipt of applications shall not merit any consideration and shall be treated to have been rejected without any intimation to the defaulters. No under process claim will be considered at any stage.
III) The certificates and testimonials which are in possession of the candidate before the last date of receipt of application forms shall have to be produced by the applicants called for viva-voce /written test at the time of conduct of such test / interview.
IV) Application form incomplete in any respect shall be liable to rejection without notice.
V) The application form shall be signed by the candidate himself. The application form signed by any other person other than the candidate shall be rejected without notice.
VI) The application form complete in all respects should be placed in the brown craft paper envelop with full details including cell no and be delivered either personally or by post in the office of Deputy Director Employment and Counseling Centre, LAHDC, Kargil by or before 20.02.2016.
VII) In service candidates shall route their application through proper channel on or before the last date for receipt of applications.
VIII) Candidates can not edit their applications after submission.
3. Procedure of Seleetion:-
a) Provided that the selection will be prepared on the basis of merit as per the new recruitment rules SRO-294 and SRO 438 of lllh Dec, 2015 issued vide No: GAD(Adm) 81/2011-V Dated: 11.12.2015. The District Services Selection Recruitment Board LAHDC, Kargil shall conduct a written test for the advertised posts and marks / points obtained by the candidates shall be apportioned proportionally against the marks earmarked for the written test in

the selection criteria on the basis of marks / points obtained by the candidates in the said written examination, the board will short list of the candidates at the ratio ot 1:5 of the number of vacancies. The board will conduct the type test on computer key board of the short listed candidates and the candidates who qualifies the basic eligibility test of, typing shall be asked for Interview / oral test and the linal selection list shall be prepared on the basis of points obtained in the written exam / type test and oral test as per the criteria adopted by the board.
Call letters for interview / test shall not be issued individually. However, the Board shall give wide publicity through print and electronic media and through official website of District Kargil in about the venues, dates of the interview / test tor the eligible shortlisted candidates will be communicated separately. No claim of being unaware of interview shall be entertained and no further intimation of interview dates shall be given.
Candidates must produce original qualification / category certificates before the Board for written / oral test, so that their eligibility for participation in the interview / written test is verified. A copy of each such certificate duly attested by the Gazetted Officer with seal and signature of the officer and signed by the candidate should be brought along with for retention in the Board for reference and record.
The calling of any candidate for interview / test does not convey any assurance whatsoever that he / she will be selected.
The candidate found guilty of impersonation or submitting fictitious documents which have been tampered with or making statements which are not correct or false or suppression of material information may, in addition to rendering himself / herself liable for criminal prosecution, shall be debarred permanently or for a specified period for appearing in any interview.
No TA/DA will be paid for undertaking the journey to attend the interview / test.
The selection shall be made strictly in terms of THE JAMMU AND KAHSMIR CIVIL SERVICES DECENTRALIZATION AND RECRUITEMT ACT, 2010.and the Rules there under.
The horizontal reservation for Ex. Serviceman and physically Handicapped persons to the extent of 6% and 3% respectively would mean the reservation which would cut across the vertical reservation and the persons selected shall have to be placed in the appropriate category by making necessary adjustments. In respect of physically Handicapped persons the reservation shall be available only for services, posts and type identified for the purpose by the competent authority under the provisions of Jammu and Kashmir persons with disabilities (Equal opportunity, protection of Rights and full participation) Act, 1998 and to the extent specified there in. Besides the nature of disability for a post indicated in order No: 62-SW of 2001 dated: 13-03-2001 shall be adhered to in letter and spirit. The horizontal reservation to the extent of 6% of the available vacancies shall be provided to the Ex-Serviceman against such posts only where the maximum of the pay scale does not exceed Rs. 10500/- (pre-revised )
The degrees / diploma obtained through distance mode / study centre mode except from IGNOU and DOEACC /MANU , shall not be entertained / considered unless such degrees / diploma are recognized by University of Kashmir /University of Jammu / State Board of Technical Education, J&K as clarified by the Higher Education Department vide their OM No:HE/LEGAL/2010 Dated: 30-03-2010 and such candidates are advised to


produce bonafide certificates (Provisional cum character certificate) from the concerned campus / institute at the time of interview, otherwise they will not be entitled to appear in the interview and their candidature shall stand automatically cancelled.
4. Two Sell attested Latest Passport Size Photograph shall annexed with the
Application form.
5. Treasury Receipt:
A Candidate has to deposit fee Rs 150/= one hundred and fifty only on account of Interview fee / Stationary Charges in the office of the Deputy Director Employment and Counseling Centre, LAHDC, Kargil..
The candidates of sub-division Zanskar may file their application forms with the Office of the Sub- Divisional Magistrate Zanskar. But they shall have to appear for interview / test at District Head Quarter on the notified date and time. Further Sub-Divisional magistrate Zanskar may assist the candidates in filling the Application forms correctly, and shall check their eligibility criteria, and advised to deposit fee Rs 150/= one hundred and fifty only under account head 0575-OSPA, LAHDC, Kargil on account of Interview fees, and printed on the payment challan and directed to Sub-Divisional Magistrate Zanskar that the fees may kindly be collected from the candidates against the printed challan which will be dispatched to you through special messenger, and the copy of challan must be enclosed with the application form and it is requested after expiry of the last date the total receipt amount as cash may kindly be sent to this office as early as possible.
