JKSRLM Scrapping of the recruitment notifications complete details.
Filling up of various contractual posts in JKSRLM– Scrapping of the notifications thereof. Whereas, the advertisement notices were notified for filling up of following contractual posts in JKSRLM by the Mission Director.

Whereas, the advertisement notices were notified for filling up of following contractual posts in JKSRLM by the Mission Director:-

Whereas, the selection committee formed vide order no. 127-JKSRLM of 2018 dated 22-11-2018 in its meeting held on 03-12-2018 unanimously decided that selection for the posts mentioned at S. No. 01, 02, 03, 04, 05 shall be based on the written test followed by interview and selection for posts mentioned at S. No. 6 and 7 shall be made only on the basis of interview in view of the less number of candidates eligible for the respective posts.
Whereas, vide Notification dated 04 December, 2018 issued under endorsement number MD/JKSRLM/06/2014-Part-IV/620 dated 04-12-2018 Selection criteria and syllabus for the above mentioned posts was notified for information of the concerned.
Whereas, vide Notification dated 07th December, 2018 issued under endorsement number MD/ JKSRLM/06/2014-Part-IV/624 dated 07-12-2018 the date for the interview for the posts mentioned at S. No. 6 and 7 were notified. Accordingly interviews were conducted at Jammu on 21-12-2018 and at Srinagar on 22-12-2018.
Whereas, vide Notification dated 20th December, 2018 issued under endorsement number MD/ JKSRLM/06/2014-Part-IV/651 dated 20-12-2018 date for the written examination was notified for information of the concerned for the posts mentioned at S. No. 1 – 5 for the above mentioned posts.
Whereas, due to inclement weather conditions in Kashmir Division the examination scheduled on 06th, 07th and 08th January, 2019 were postponed and were subsequently conducted on 09th, 10th and 11th January, 2019 which was notified vide notification dated 04th January, 2019 issued under endorsement no. MD/JKSRLM/06/2014-Part-IV/18 dated 04-01-2019 for information of concerned.
Whereas, this office received an order no. 910 dated 11 -01-2019 from Hon’ble High Court with the directions “Having regard to the relief claimed in I A, respondents are directed to consider the representation, if any, filed by the petitioners and pass a speaking order thereon. Till the same is done, selection process shall remain on hold. Action , if any, taken by the respondents on the representation shall remain subject to outcome of the instant writ petition”.
Whereas, the Administrative Department vide letter no. RDD/P&S/493/2018 dated 01-01-2019 advised to conclude the exercise for engagement of Human Resource on the basis of written examination only and no interviews be conducted;
Whereas, the mission vide letter no. MD/JKSRLM/06/2014-Part-IV/24 dated 07-01 -2019 sought some clarifications with regard to the midway change in already notified selection criteria;
Whereas, the Administrative Department vide letter no. RDD/P&S/493/2018 dated 22-01-2019 again advised to do away with the interview and make selection on the basis of written tests only;
Whereas, on the directions of Administrative Department this office vide notification dated 29th January, 2019 issued under endorsement no. MD/JKSRLM/06/2014-Part-IV/70 dated 29-01 -2019 notified that the selection criteria already issued vide notification dated 04th of December, 2018 issued under endorsement no. MD/JKSRLM/06/2014-Part-IV/620 dated 04-12-2018 for the posts mentioned at S. No. 1 – 5 is withdrawn and the selection shall be made on the basis of written examination only.
Whereas, aggrieved by change in selection process two candidates approached Hon’ble Court and this office received another order no. 4392 dated 08-02-2019 from Hon’ble High Court with the directions “List on 22nd February, 2019. Meanwhile, the respondents are at liberty to proceed with the selection process, however, the declaration of the final result shall await till further orders from this court”.
Whereas, the 6th meeting of the Executive Council of the Jammu and Kashmir State Rural Livelihoods Mission (UMEED) was held under the Chairmanship of Chairman, Executive Council (Chief Secretary) on 19.03.2020 at 5.00 PM in the Meeting Hall, 3,d Floor, Civil Secretariat, Jammu, wherein the whole process was brought into the notice of the members of the Executive Council, the issue was discussed and it was observed that there is a difference in the legal scenario between when the posts were advertised and in the current situation after the abrogation of Article 370 and, therefore, the earlier recruitment process loses its validity and has to be scrapped. Accordingly, it was also decided that the recruitment notifications issued by JKSRLM shall be scrapped and process of hiring shall be started afresh through the HR Agency by MD, JKSRLM.
Now therefore, in view of the directions of the Executive Council the recruitment notification issued by this office from time to time as mentioned in the table above are hereby notifications scrapped.
