DC Baramulla Recruitment of Class-IV posts: Interview Schedule.

Deputy Commissioner Baramulla Recruitment of Class-IV posts advertised In the year 2006 vide advertisement notice No. 04/DDCB of 2006 dated 18.10.2006.

Whereas, an advertisement notice was issued vide No. 04/DDCB of 2006 dated 18.10.2006 for inviting applications from the permanent residents of J&K for recruitment against vacancies of Class-IV posts.

Whereas, 10625 applications were received within the cut-off date of the advertisement notice;

Whereas, the process for selection, including conducting of interview, was started in 2007 but the process could not be culminated due to one reason or other;

Whereas, the aspirants represented for the continuation of the interview for which the matter was taken with GAD vide DDCB/487 dated 17.04.2013; Whereas, the GAD vide Govt Order No. 664 of GAD 2013 dated 23.04.2013 directed the selection process be carried out afresh strictly in a time bound manner only for the candidates who have applied In pursuance to the 2006 advertisement;

Whereas, in pursuance to the above referred Order of GAD, a committee was constituted under the chairmanship of the DDC Baramulla for shortlisting the candidates as per 1:7 ratio;Whereas, the shortlist was published vide No.DOCB/2014/3766-74 dated 16.07.2014 and the interview process was once again started; Whereas, the candidates who could not qualify for the interview approached Hon’ble High Court Whereas, the Hon’ble High Court J&K quashed the said shortlist vide its judgement/ order dated July 02, 2015 SWP No. 1716/2013 c/s, SWP No. 778/2014, SWP No. 1617/2014, SWP No. 702/2014 & SWP No. 1615/2014 titled Nazir Ahmad Yatoo & others V/s State of J&K and others wherein the Hon’ble High Court directed as under;

“By issuance of writ of certiorari the Government Order No. 664/GAD of 2013 dated:- 23rd April 2014 is quashed and respondents are directed to conduct the selection process initiated by them in pursuance to notification No. 04/DDCB/2006 dated 18th October 2006. The selection process initiated in terms of notification Na 04/DDCB/2006 dated:- 18th October 2006 shall be concluded within four weeks from the date copy of this order is served and engagement orders shall be issued in favour of the selected candidates within two weeks thereafter”

Whereas, the same order was communicated to General Administration Department J&K vide this office letter No. DDCB/2015/9176-77 dated:-20.10.2015 followed by reminder vide this office letter No. DDCB/2015/12271-72 dated:- 08.01.2016 for seeking further directions in the matter; Whereas, In the meantime an order from Hon’ble High Court J&K In contempt petition No. 200/2016 dated:- 30.05.2016 was received wherein it was directed to file “Statement of facts and compliance report within four weeks”;

Whereas, in compliance to the Hon’ble High Court J&K order issued dated July 02, 2015 and order dated: 30.05.2016 the designated committee suggested:

a) That the Interview/selection process of the left over candidates who have applied for the said posts shall be completed in compliance to Hon’ble court order issued dated:- July02, 2015/order dated:- 30.05.2016. Accordingly the interview process would be initiated shortly.

Whereas, the interview process was once again started for the left over candidates in the year Nov. 2016 and the process was completed in the month of September 2017;

Whereas, the State Government filed SLP titled “State V/s Nazir Ahmad Yatoo and others In the Supreme Court against the judgement of Hon’ble High Court J&K Srinagar’; Whereas, the Hon’ble Supreme Court vide order dated 3rd Feberuary 2020 ordered as under:- (I) A perusal of the affidavit affirmed by the appellants dated 31st January, 2020 shows that the process of 2006 was sought to be superseded as lacking in transparency by the process in the year 2013 afresh in pursuance to the Government order dated 23rdApril, 2013 but with a caveat that it would be confined to only those candidates who had applied in pursuance to the advertisement dated 18th October, 2006. The appellants thus state that the respondents would not be prejudiced and this selection process would be completed within a period of five months from today. We are inclined to accept this course of action and give our Imprimatur to the same’:

Whereas, GAD vide Its letter No. 664 GAD of 2013 dated 23.04.2013 conveyed:

The selection process be carried out afresh in a strictly time bound manner, only for the candidates who had applied in pursuance of the 2006 advertisement;

The candidates shall not be barred for crossing the maximum age bar and shall be given deemed relaxation;

Whereas, the applications were scrutinized afresh In light of the directions of the Hon’ble Supreme Court In order to complete the process of selection in a time bound manner; Whereas, after scrutiny of 10625 applications, it was found that a certain deficiencies were pinpointed in respect of 1435 candidates and accordingly vide Notification No: DCB/N/Estt/516-23 dated: 08.09.2020 was published in the Daily Greater Kashmir and Daily Tameel-i­Irshad, the said candidates were informed;

Whereas, In response to above said notice, 449 candidates submitted the documents within the stipulated time frame;

Whereas, the shortlisting is to be done and interview conducted for which a criteria is to be adopted for finalizing the whole selection process; Whereas, no specified criteria was mentioned in the Notice No: 04/DDCB of 2006 dated: 18.10.2006;

Whereas, the adoption of the criteria was discussed in the meeting of the selection committee held on 23th of October, 2020 at DC Office Baramulla and after detailed deliberations, it was decided that following criteria will be adopted for selection of candidates;

8TH -40 POINTS ACROSS THE BOARD

10TH –30 POINTS

12TH –10 POINTS

VIVA –20 POINTS

Whereas, the shortlisting was carried out by adopting the above referred criteria for selection with a ratio of 1:5 and accordingly shortlist was published in local dailies -“Rising Kashmir, Tameel-i-irshad, Kashmir Uzma”dated 31st of October, 2020;

Now, for ensuring more transparency in the selection process, the above criteria as decided/adopted is notified for information of all shortlisted candidates for Class-IV posts of Notification No: 04/DDCB of 2006 dated: 18.10.2006. They are also asked to appear for interview before the selection committee w.e.f 9th of November, 2020 at Dak Banglow Baramulla as per the already notified schedule given below:
