DSEK orders review of all books in schools, coaching centres across Kashmir

DSEK Review of Books in all Government as well as Recognised Private Schools & Coaching Centres

CIRCULAR NO: 02-DSEK of 2026
DATED: 06-07-2026

All Heads of Institutions (HOIs) of Government Schools, Recognised Private Schools, and coaching institutions operating within the jurisdiction of Directorate of School Education, Kashmir are hereby directed to conduct a comprehensive screening of all books available (recently acquired or older publications) in their respective jurisdiction including offices, classrooms, staffrooms, school library etc.

The purpose of this screening is to ensure that no book contains inappropriate or objectionable content. This includes material that may violate religious sentiments of any section, be it inappropriate content for students, contents against prevailing laws with the potential to harm national interest, affect educational values, and established norms. Furthermore, all materials must align with the age-appropriate guidelines of the National Education Policy (NEP) 2020.

If any objectionable content is identified, the HOI shall prepare a detailed report containing the following information:

Title of the book

Year of publication

Name of author and publisher

Number of books

HOIs of all Government institutions, Recognised Private institutions including coaching centres are directed to complete this exercise with due diligence, maintain proper records of the screening, and ensure strict compliance with these instructions within the stipulated timeframe and submit a compliance report/certificate to the concerned CEO/ZEO. This certificate must state that:

a) All books in the premises of the institutions have been thoroughly reviewed/screened.

b) It is certified that no book containing objectionable material is present within the premises of school/office to the best of my knowledge.

c) The library books strictly conform to the guidelines, vision, and objectives of NEP-2020 and other relevant laws.

In cases where objectionable content is identified, the abstract of the same shall also be submitted to the superior office and a report, if any, must be submitted to the concerned CEO/ZEO within 07 (seven) days from the date of issuance of this circular, i.e., 13-07-2026. The concerned ZEO shall scrutinize and consolidate all such reports received from schools and coaching centres under their jurisdiction, ensuring adherence with the objectives as laid at para 2 above, and submit a consolidated report to the office of the concerned CEO by or before 15-07-2026.

In addition, it is hereby instructed that:

a. The Chief Education Officers of Kashmir Division shall submit the certificate and report, if any, to the office of the Directorate of School Education Kashmir by or before 17-07-2026.

b. CEOs shall personally follow and monitor the certificates issued by HOIs/ZEOs, and the same shall be counter-signed by the concerned Chief Education Officer before its submission to the Directorate.

c. The CEOs must oversee the entire process and ensure that the directions issued under this circular are followed in letter and spirit.

d. A Committee comprising of the Joint Director (Central/North/South), DSEK, Additional Secretary (Law), DSEK and OSD (CEW), DSEK of this office shall collect the certification reports from the districts and submit a consolidated report to the undersigned by or before 19-07-2026.

Any lapse in compliance with these instructions shall be viewed seriously and will invite appropriate disciplinary action against the defaulting officer(s) under the applicable rules.
